That is a GREAT question. I have often thought about the ridiculous regulations/laws that make no sense. The number of handicap parking spaces annoy the hell out of me. When was the last time you saw all handicap parking spaces filled? Never! Am I correct? Now stores want handicap spots, pregnant mothers spots, and even law enforcement partner spots reserved. Before the first customer shows up, half the parking spots are unavailable for customers!! I realize government regulations dictate some of this, but the percentage of spots is clearly too high!

For a real guess, the only thing I can think of is all ATMS are manufactured the same pretty much. Some are installed inside the lobby where blind folks might actually use them. Others happen to be installed for drive up use, but they are essentially the same units that are installed in other non-drive up locations.
